ROAD ENGINEER

 

The Government of Mongolia has received a Loan from International Bank for Reconstruction and Development and International Development Association for Mongolia Transport Connectivity and Logistics Improvement Project (MTCLIP). The Project aims to  remove critical bottlenecks in the selected road networks and improve maintenance, deliver infrastructure and logistic services effectively to unlock potential of meat supply chain across the major freight routes, and address information asymmetry and administrative barriers by delivering timely information to the right parties. The project components are: (i) infrastructure investments; (ii) transport and logistics services; (iii) technical assistance and capacity building; and (iv) contingent emergency response.

 

This project is seeking a professional for the position of Road Engineer. The selected candidate will report directly to the Project Coordinator.

 

The objective of the assignment: The Road Engineer will be responsible for the overseeing overall construction management and maintenance of selected roads during project implementation. They would be responsible for the quality of technical, operational, and organizational activities of the project construction that are needed for efficient project implementation. This includes estimating, scheduling, quality control, progress reports, progress billing, design review and coordination, cost reporting, safety, and proposal preparation.

 

Contract: Full-time for one year with possible extension based on performance starting January 2024.

 

Duties and responsibilities: The Road Engineer will have the following duties (but are not limited to):

  1. Review designs/drawings, specifications, and estimations of quantities of engineering design of new roads, together with detailed engineering and design firms which prepare the design, drawings and specifications, cost estimates, supervision plans, and other relevant documents;
  2. Review and carry out road construction planning and implementation of the activities in the MTCLIP components;
  3. Conduct site visit before and during the project implementation period to ensure proper on-site preparation;
  4. Liaise with contractors to ensure the timely implementation of the project;
  5. Assist with the procurement activities for the supply of goods and services, including preparation of terms of reference, bidding documents, bid evaluation, and contract documents;
  6. Supervise and monitor the civil engineering works of the project;
  7. Review progress reports of the activities under the MTCLIP components;
  8. Undertake quality assurance checking of engineering and design plan produced by detailed engineering and design firms, prepare work progress monitoring report;
  9. Provide technical supports to Ministry of Road and Transport Development (MRTD), Implementing Entities , and contractors on issues related to road works with close coordination with the Project coordinator and other consultants;
  10. Ensure adherence to project quality assurance standards and requirements;
  11. Coordinate road construction and safety measures among the activities in the MTCLIP components;
  12. Jointly work with the environmental specialist and the social specialist and ensure and oversee that environmental and social mitigation measures as per Environmental & Social documents are incorporated into all detailed designs, bidding documents and contracts.
  13. Undertake such other tasks as may be reasonably requested and/ or assigned.

 

Essential requirements:

  • Bachelor or higher degree in fields of civil engineering, road engineering, and/or other similar discipline;
  • At least 5 years of experience in roads and bridges construction works in institutional and physical environments similar to those prevailing in the project area;
  • Prior experience (at least 2 reference letters on successful completion of similar scope and nature assignments from previous clients or current employers) as chief engineer for bridge construction works or supervision consultant or project manager of similar projects;
  • A solid understanding of Mongolian road design and construction standards, climate resilient road design, and project implementation policies, procedures and public procurement policies adhered by the Government and World Bank (International Bank for Reconstruction and Development);
  • Ability to conduct field work and travel locally;
  • Good interpersonal, communication and participatory skills with the ability to function effectively and collaboratively in a team environment;
  • Experience with the traffic engineering software products such as Strada, Visum, Vissim and design software includingAutoCAD and GIS tools;
  • Good knowledge of English and Mongolian languages (both oral and written).
