VACANCY ANNOUNCEMENT

 

The Government of Mongolia (GOM) with support from The European Bank for Reconstruction and Development (EBRD) is implementing the " UB-Darkhan road project " (Project). The project Executing Agency (EA) is Ministry of Road and Transport Development (MRTD). Under the project, EA is seeking to recruit a qualified PIU Head / Project manager for the Project Implementing Unit (PIU) who will be engaged on a full-time basis.

 

Objective of the assignment

The PIU Head / Project Manager will be responsible for the PIU’s performance, staff management as well as coordination of the PIU work with, among others, the Borrower and other local Project Stakeholders, the EBRD, the Project’s Contractor/s and Consultant/s. He/she will be responsible for all aspects for which the PIU is responsible and which are required to efficiently implement the Project while fulfilling all obligations undertaken by the Borrower as summarized in the loan and other project agreements with the Bank. Main functions of the PIU Head / Project Manager include, but not limited to, the following:

  1. Liaise with and maintain close working relationships with all stakeholders (e.g., ministries and agencies of Mongolia, external partners, nongovernment organizations/civil society organizations as well as Project Implementation Support Consultants) for successful implementation of the Projects;
  2. Act as a principal representative of the Projects during review meetings, evaluations and discussions, hence, be responsible to work alongside with the Consultant in the preparation of review and evaluation reports such as the annual project report, detailed implementation plans and annual (quarterly, monthly) work programmes for for the consideration of the client and EBRD;
  • Periodic monitoring over the progress of all activities under the Projects for compliance with the requirements of the national law and the EBRD procedures including control of protective measures with respect to the social and environmental issues;
  1. Ensure regular monitoring of the status of project activities (through the preparation and updating of implementation plans and schedules, disbursement projections, etc.), including preparation and transmission of comprehensive progress reports, and other reporting requirements under the project (e.g., annual audits);
  2. Regular control of the Project implementation progress, timely execution of activities in accordance with stipulated deadlines;
  3. Supervise daily activities of the PIU, evaluating performance and operating effectiveness (including ongoing staff performance evaluations and feedback), making recommendations for change as necessary;
  • Participation in the assessment of the Contractors', Suppliers' and Consultants' work, timely review of current reporting prepared by the Consultants;
  • Participation in the evaluation of the Contractors', Suppliers' and Consultants' technical proposals during the tendering procedures;
  1. Participation in the preparation of required materials for the assessment of the Project implementation by the EBRD's representatives and engaged auditors;
  2. Ensure contact and communication with other entities involved in the project implementation to ensure cooperation and coherency in planned and ongoing programs, as well as regular exchanges of up-to-date information regarding the project;
  3. Ensure the timely implementation and coordination of relevant post signing Technical Cooperation assignments under the project;
  • Preparation of the PIU's progress reports with the focus on the implementation progress, results and outcomes – monitoring indicators on the way to the goals outlined in the Project document. Provision of updated forecasts and recommendations for adjustment of the indicators and targets (where required) to ensure successful achievement of the Project development goals;
  • With the assistance of concerned PIU staff, develop and oversee the implementation of standardized administrative and operating procedures for the Unit, including, reporting formats for financial transaction under the project (credit and counterpart fund accounts) with the financial officer; procurement and contracting tracking system with the procurement officer;
  • Manage and coordinate project planning and budgeting including review and submission of consolidated list of planned activities and expenses to the Steering Committee on a quarterly basis.

QUALIFICATION REQUIREMENTS

Holds BS/MS in civil engineering, business administration, project management, or another corresponding field of road and transport sector

Experience: at least 10 years of professional experience and at least 5 years of practical experience in investment projects, inter-alia acting as a project manager. Experience of work on investment projects financed by IFI or projects similar in the complexity of assigned tasks would be an advantage.

Preferably have training and experience in engineering design, procurement using EBRD or other IFIs procurement rules, contract management using FIDIC forms of contract.

Preferably have experience as chief engineer for contractor off construction or team leader for supervision consultant team or Project Coordinator of similar project.

Ability to keep confidential information related to the processes of contract implementation and tenders.

Organisational and management skills.

Ability to use information materials, statutes and regulations necessary to discharge his/her job duties.

Computer skills: Confident user, knowledge of Windows, Microsoft Outlook and Office (Word, Excel, Project, PowerPoint), Acrobat, Internet and E-mail.

Language proficiency: Have excellent knowledge of spoken and written in Mongolian and English languages.
