The Government of Mongolia has received a loan from International Bank for Reconstruction and Development and International Development Association for Mongolia Transport Connectivity and Logistics Improvement Project (MTCLIP). The Project aims to remove critical bottlenecks in the selected road networks and improve maintenance, deliver infrastructure and logistic services effectively to unlock the potential of the meat supply chain across the major freight routes, and address information asymmetry and administrative barriers by delivering timely information to the right parties. The project components are (i) infrastructure investments; (ii) transport and logistics services; (iii) technical assistance and capacity building; and (iv) contingent emergency response.

This project is seeking a professional for the position of Project Coordinator. The selected candidate will report directly to the Project Steering Committee and the World Bank.

The objective of the assignment: The Project Coordinator is responsible for the organization, coordination, and facilitation of all activities under the Project. The Coordinator will lead the Project management office (PMO) staff to carry out activities under the project and ensure the project implementation is in full conformity with policies and regulations by the World Bank and the Government of Mongolia (GOM). It is required for the selected coordinator to work efficiently in terms of completing tasks assigned by the Project director within the allocated timeframe and liaise between the World Bank and the Project implementing entity (PIE) to ensure the overall development objectives of the project.

Contract: Full-time for one year with the possibility of contract extension subject to satisfactory performance, starting from April, 2024.

Duties and responsibilities: The Project Coordinator will have the following duties (but are not limited to):

  1. Lead the day-to-day management and coordination of the Project Management Office (PMO), and implementation of the project activities;
  2. Supervise PMO staff, consultants, contractors, and stakeholders to facilitate project implementation and progress in accordance with proposed plans, schedules, budgets, and implementation projections;
  3. Organize and facilitate regular meetings of Project Implementing Entities (PIEs), contractors, and consultants;
  4. Prepare a project implementation plan throughout the project life cycle, describing the legal framework, and the management structure (PMO, PIE, and other involved parties), elaborating on social aspects and benefits of the project, and finalize approaches for project management;
  5. Establish cooperative relationships and agreements with the project steering committee, project implementing agencies, selected aimags, and other stakeholders relevant for effective project implementation and visibility of project impacts;
  6. Support and guide the PIEs (Ministry of Road and Transport Development, National Transport Center, and Road and Transport Development Center) in carrying out the project activities according to the project timeline in compliance the World Bank and Government of Mongolia (GoM) standards, carrying out monitoring and evaluation of project outputs and outcomes, and communicating with the World Bank and the GoM;
  7. Ensure timely contract management of works and activities under the MTCLIP and take actions for improvement with the support of PMO management;
  8. Report to the World Bank, Project Director, and PIE in a timely manner on project implementation progress and issues and respond to their guidance;
  9. Oversee and manage project funds, ensure proper accounting and timely financial reporting of project activities;
  10. Ensure timely submission of work plans and budgets, reports, outputs, and other deliverables to MRTD, Ministry of Finance (MOF), and the World Bank for review and evaluation as appropriate;
  11. Assess the institutional and project risks during project implementation and determine main risk factors and take necessary presumptive risk mitigation measures;
  12. Responsible for ensuring all project activities are carried out in accordance and in compliance with the manuals and procedures developed under MTCLIP, such as Project Operations Manual, Financial Management Manual, Procurement Manual, Social and Environmental Guidelines and associated Documents, and continually strive to make improvements based on the evolving circumstances surrounding the project implementation;
  13. Ensure proper filing, saving, retrieving, and protection of information;
  14. Ensure the MTCLIP activities, works, and services are conducted in compliance with all applicable World Bank and GoM rules and standards.
  15. Ensure all activities under the project are carried out in compliance with the Environmental and Social Standards during the implementation of the project.
  16. Undertake such other tasks as may be reasonably requested and/ or assigned by the World Bank, Project steering committee, Project Director, Project implementing entity, and roles and responsibilities stated in the related law and regulations.

Essential requirements:

  • Master’s or higher degree in relevant discipline such as transport, engineering, finance, or economics;
  • At least 8 years of project management experience. Experience working on projects funded by international financial institutions such as the World Bank and the Asian Development Bank would be an advantage.  
  • At least 5 years of professional experience in the transport sector.
  • Demonstrated ability to manage a team, prepare reports, and work with governments, private companies, communities, and civil society organizations;
  • Demonstrated ability to facilitate meetings and negotiations with a wide range of stakeholders, especially governments, private companies, communities, and civil society organizations;
  • A solid understanding of project implementation policies, procedures, and public procurement policies adhered to by the Government, World Bank, and International Bank for Reconstruction and Development;
  • Demonstrated ability to coordinate tasks to meet deadlines under tight schedules;
  • Excellent computer literacy, particularly with Microsoft Office programs;
  • High level of English and Mongolian proficiency (to be proven with relevant certificated (diplomas) and/or during interview).
